As Raila struggles to obtain a balance in awarding loyalists in the Nation Assembly, the camp still has other powerful appointments outside the National Assembly that can be awarded to other loyalists who missed key nominations.
According existing laws, leading political parties have a right to nominate Members to the East African Legislative Assembly ( EALA). The number of members that a party nominates to the regional assembly is pegged to their numbers strength in Parliament.
From the current look of things, UDA, ODM and Wiper are the leading parties in Parliament in terms of numbers. Together, they will share out the 9 slots to EALA.
As the second majority party, ODM is likely to be awarded with three slots, Kalonzo’s wiper one slot. This brings the total number of Azimio EALA slots to four.
Though the process of choosing the MPs is conducted by a joint Parliament committee, party leaders have the final say in determining those to be chosen. This means that Raila’s Azimio has four more remaining seats to award loyalists.
The EALA slot is more powerful than the local Constituency MPs going by their pay grade. An EALA MP earns a whooping KES 1.4M monthly salary compared to KES 710K received by normal MPs.
