Gachagua has acknowledged these concerns, stating for the first time that the government is considering revising some of the ‘punitive taxes’ that have caused public discontent and threatened the government’s standing. Critics have pointed out that these taxes disproportionately affect the region’s key economic activities, painting the Ruto administration as insensitive.
To counteract this negative perception, Gachagua announced potential revisions to the Finance Act 2023, which could see the removal of some of these controversial taxes. “The ongoing discussions on the Finance Bill will lead to amendments that better align with the sector’s realities; our MPs are set to contribute to this process,” Gachagua assured stakeholders in the avocado industry on March 19.
The Finance Act of 2023, which introduced several new taxes on agricultural products, has been a particular point of contention in Mt Kenya, a region crucial for Ruto’s political future. Gachagua is advocating for policy changes to quell any signs of rebellion and to consolidate unity within the region.
Part of Gachagua’s reconciliation strategy involves tackling issues within the lucrative avocado subsector. He has proposed the creation of a task force dedicated to resolving these issues, with a promise to deliver solutions within 30 days. “We are committed to working with stakeholders to ensure the prosperity and satisfaction of our farmers,” Gachagua stated from his Karen residence.

He has also hinted at government plans to alleviate the financial burdens of coffee cooperative societies by writing off their debts, further demonstrating his commitment to supporting Mt Kenya’s agricultural community.
