The arrest of a chief officer in the Urban Planning Department at Nairobi County has raised fresh questions about governance under Governor Johnson Sakaja, with the issue taking center stage during a recent episode of Political Ringside.

Speaking with host Kevin Waswa, political commentator Ken Onyango argued that the case is not simply about one official facing allegations of wrongdoing.

Instead, he said it highlights deeper concerns about how Nairobi County is managed and how power is exercised within the county administration led by Sakaja.

From the start of the discussion, Ken maintained that focusing solely on the arrested officer risks missing the larger problem. According to him, the issue goes beyond individuals and points to a system that has allowed questionable practices to persist. He argued that county governments often become vulnerable when appointments are influenced more by loyalty to political leaders than by professional qualifications and experience. In Nairobi’s case, he suggested that this culture has contributed to recurring concerns about accountability and service delivery.

Ken responded that while every public officer must be held accountable for their own actions, leadership cannot escape scrutiny. He argued that the Governor, as the head of the county administration, bears responsibility for the systems, appointments, and oversight mechanisms that guide the work of county departments. As a result, he said, the arrest naturally raises questions about the effectiveness of management and supervision within the Sakaja administration.

The discussion focused heavily on the Urban Planning Department because of its critical role in shaping Nairobi’s growth. According to Ken, this creates an environment where accountability becomes weak and decisions may not always reflect the needs of ordinary Nairobi residents.

Throughout the conversation, Kevin Waswa encouraged a balanced examination of the issues. While acknowledging that investigations and court processes should be allowed to take their course, he repeatedly steered the discussion toward broader governance questions.

The programme explored whether existing county structures are strong enough to prevent abuse of office and whether public institutions are functioning as intended.

The effects of governance failures, the discussion noted, are often felt by ordinary citizens. Poor planning decisions can contribute to traffic congestion, unregulated developments, inadequate public services, and inefficient use of public resources. Residents ultimately bear the consequences when county departments fail to operate effectively. For that reason, the conversation stressed that accountability should not stop with junior officers or department heads but should extend throughout the leadership chain.
