Insiders report that the grant is set to expire in November if not signed, yet the Principal Secretary for Technical and Vocational Education and Training (TVET), Dr. Esther Thaara Muoria, has shown little urgency in advancing the approval process.

Diplomatic sources from the French and German Embassies have expressed frustration over the lack of progress.
