Junior Officer From Ruto’s Office Reportedly Leaves Kanja, Masengeli Powerless

A growing wave of frustration has erupted within the police force as officers accuse Joseph Kiptoo Ng’eno, a junior officer from the Office of the President, of wielding unchecked power and influence over the Administration Police (AP) department.

Despite being far junior to high-ranking officials such as Inspector General (IG) Japheth Kanja and Deputy Inspector General (DIG) Masengeli, Ng’eno is said to have continued to exercise impunity, making arbitrary transfers and silencing dissenting voices without fear of repercussions.

Officers are speaking out about how Ng’eno has managed to evade accountability, with IG Kanja and DIG Masengeli seemingly powerless in the face of his influence.

In fact, some officers believe that Ng’eno’s control over the department is so strong that even senior officers like Masengeli fear challenging him.

A source within the police force revealed, “Before Masengeli even assumed office, we had already known he would be appointed DIG, and we got all this information from one very illiterate fellow, Officer in charge of Security at Harambe House (Office of the President), Mr. Joseph Kiptoo Ng’eno.

We proved him right when Masengeli took office, but now Ng’eno is abusing this power.”

Officers claim that Ng’eno has been using his influence to manipulate transfers, targeting those who speak out or question his decisions.

“He distributes power like a sacrifice to his loyalists,” one officer said. “If you dare speak out against him, you’ll be transferred to places like Mandera or Lamu.

I’ve seen numerous transfers he’s carried out, and Masengeli knows about it, but he’s doing nothing. Ng’eno is very junior, but Masengeli is terrified of him.”

As Ng’eno’s unchecked influence grows, many within the AP department are calling for urgent intervention to restore order and accountability.

The situation highlights a disturbing power imbalance, with senior officers seemingly unable or unwilling to address the impunity being exercised by a junior official.
