Canadian strategist sues top state house officials over Sh119 million propaganda deal gone wrong

The filings expose how State House communications have become disorganized and highlight a secret plan to start a digital propaganda system meant to control public opinion. This court case paints a worrying picture of confusion, power struggles, and broken promises involving some of the most powerful people in Ruto’s administration.

At the center of the court case is Mary Wachuka, a Canadian citizen who also works as a digital strategist. She is suing four people who are close to the President, claiming they failed to honour a contract worth millions of shillings. Wachuka, through her company JIPE Inc, says she was in serious talks with top State House officials between November 2023 and July 2024 to create a digital strategy that would help the government recover from growing public disappointment.

She specifically mentions Eric Ngeno, who is the President’s speechwriter, as one of the people she worked closely with. According to her, Ngeno told her the President was very worried about how unpopular the government had become and wanted a special digital campaign to win back the support of Kenyans.

In the lawsuit, Wachuka names Felix Koskei who is the Head of Public Service, Chris Kiptoo who is the Principal Secretary at the National Treasury, Eric Ngeno, businessman Jayesh Umesh Saini, and the Attorney General as the people she is taking to court. She is asking for KSh 119 million as payment for the broken contract and another KSh 170 million for losses she says she suffered because of the failed deal.

Evidence shared in court includes several WhatsApp messages that show how divided the communications team has become. One message from December 2023 shows Ngeno complaining about the confusion in the State House team. He blames Dennis Itumbi, a well-known digital strategist, for taking over government messaging and acting like he was in charge of everything.

This shows that even among Ruto’s inner circle, there are serious disagreements about who should control the digital narrative.

Wachuka also claims that Jayesh Umesh Saini, who is not officially part of the government or campaign team, used his money and connections to interfere with the project. She says his involvement made the whole initiative look unprofessional and unreliable, making it impossible to move forward as planned.

This case is now raising many questions about how decisions are made at the highest levels of government and how public funds are being used. The revelations not only expose a major fallout in Ruto’s digital team but also show how power struggles and backdoor deals are damaging the government’s ability to speak to the public with one voice.

Questions are likely to arise about who really controls communication in State House and how much taxpayer money has been wasted in the name of propaganda.
