Ruto picks new team to oversee police promotions and discipline

Ruto’s picks for the police commission include experts from health, education, and public service as Parliament prepares to vet the new team.

President William Ruto has nominated a new Chairperson and six members to serve in the National Police Service Commission.

This announcement was made through a presidential statement released on Monday and signed by Felix Koskei, who is the Chief of Staff and Head of Public Service.

The new nominees are expected to bring fresh leadership to the commission, which plays an important role in handling appointments, promotions, and disciplinary actions within the police service.

The person nominated to take the role of Chairperson is Dr. Amani Yuda Komora. He is not new to public service.

Dr. Komora previously served as the Vice-Chairperson of the Salaries and Remuneration Commission, where he helped oversee public sector pay policies.

Before that, he held top positions in the human resource departments of both the Kenya Ports Authority and the Kenya Revenue Authority.

He holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology. His wide experience in handling human resources and public service issues makes him a strong candidate to lead the commission.

Among the nominated members is Ms. Angeline Yiamiton Siparo. She is a public health and governance expert who has worked with many international organisations such as UNAIDS, Population Reference Bureau, and Oxford HR.

Between 2016 and 2022, she served as Chairperson of the National AIDS Control Council, helping shape Kenya’s HIV response. Ms. Siparo also led the YALI Legacy Localization Project, a programme that reached across 49 countries to support young African leaders. She holds a Master’s degree in Counselling Psychology from the United States International University–Africa.

The other people nominated to join the commission include Ms. Peris Muthoni Kimani from Kiambu, Mr. Edwin Cheluget from Nandi, Mr. Benjamin Juma Imai from Bungoma, and Professor Collete A. Suda from Migori.

These nominees come from various counties and have experience in different fields, which is expected to help the commission make well-informed decisions.

If Parliament approves these appointments, the new team will take over the important work of guiding the human resource functions of the police service.

Their job will be to ensure fairness in police promotions, take disciplinary action where needed, and help build a more professional and effective police force.

This move is seen as part of the wider reforms aimed at improving accountability and service delivery in the security sector.

The final decision now lies with Parliament, which will vet the nominees before they can officially assume office.
