As reported by Kahawa Tungu, detectives in the Coast Region are following up on a case involving Cyrus Musyoka Kisavi, the Member of County Assembly (MCA) for Ikanga Ward in Kitui County. He was arrested on Tuesday afternoon in Nairobi over a theft case involving mobile phone accessories valued at Sh1.9 million.
The items were reported stolen by Buscar Courier Services on February 8, 2025. Investigators acted after analyzing CCTV footage which clearly showed Musyoka carrying away a parcel that was meant to be delivered to a customer in Mombasa.
When Musyoka was seen at Buscar Courier’s office located on River Road, Nairobi, he did not reveal that he was an elected MCA.
Security officers from Buscar, however, detained him and immediately handed him over to officers at Central Police Station. It was only after arriving at the station that his true identity was confirmed. Following the identification, police in Nairobi transferred him to detectives in Mombasa for further questioning and processing.
At the same time, another MCA, Marush Stephen Rais Kisemei from Oloosirkon Ward in Kajiado, appeared in court facing three criminal charges.
These included misuse of a firearm, obstructing a police officer from performing their duty, and creating a public disturbance. These charges came from a recommendation by the Kajiado Office of the Director of Public Prosecutions (ODPP), which approved the prosecution based on an incident that happened on December 4, 2023.
The matter involved a police operation in Ngurunga, Emakoko, where three officers from Oloosirkon Police Station were carrying out arrests related to a case of assault and damage to property.
They managed to arrest one of the suspects, Soipen Samuel, and placed him in a police vehicle. However, when they tried to arrest another suspect, the husband of the third suspect, Jackline Joshua, he resisted. Jackline refused to come out of a nearby house.
Things escalated when MCA Marush showed up with a crowd of more than ten people armed with sticks and knives. The group assaulted an unarmed police officer who was watching over the arrested suspect and forcibly released him.
The MCA, holding a pistol, is also accused of leading the attack on the police vehicle while issuing threats. Luckily, the two other armed officers inside the house rushed out and managed to protect their colleague, pushing back the attackers.
The case was then handed over to detectives from the Directorate of Criminal Investigations (DCI) in Isinya. After completing the investigations, the DCI officers took the case file to the ODPP, who gave the green light for court proceedings to begin. Both cases have raised serious concerns about the conduct of elected leaders and their willingness to respect the law.
