The Director of Public Prosecutions (DPP) has charged two more suspects in connection with an alleged Ksh1.5 billion fraud involving the Programme for Rural Outreach of Financial Innovations and Technologies (PROFIT).
Paul Mukasiali Shilaho, a sole proprietor of Shilal Supplies and Kemula Agencies, and Billy Otieno Obango, a Project Accountant at PROFIT, appeared before the Anti-Corruption Court in Nairobi on Tuesday.
Shilaho was charged with six counts of fraud, while Obango faced 45 counts linked to the alleged loss of funds under the programme. Both suspects denied the charges brought against them.
The prosecution team, led by Assistant Director of Public Prosecutions Susan Keli, Principal Prosecution Counsel Jeremiah Walusala and Prosecution Counsel Brian Mulisa, did not oppose the suspects being released on bail or bond.
However, the prosecution asked the court to take into account the nature and seriousness of the alleged offences when deciding the terms of their release.
Principal Magistrate Rose Ndombi granted Shilaho a bond of Ksh5 million with a surety of a similar amount. He was also given the option of paying cash bail of Ksh1.5 million.
Obango was granted a bond of Ksh15 million with a surety of a similar amount, or cash bail of Ksh4 million.
The court directed that the matter be mentioned on November 3, 2026, for pre-trial directions. The suspects will remain subject to the terms set by the court as the case proceeds.
The latest charges form part of a wider investigation into the alleged loss of Ksh1.5 billion under the PROFIT programme.
The DPP has so far charged 15 suspects in connection with the alleged loss.
The cases are expected to proceed through the pre-trial stage before the court determines how the charges against the accused persons will be handled.
