Nairobi Governor Johnson Sakaja has reshuffled his county administration, removing Geoffrey Mosiria from his position as Chief Officer for Citizen Engagement and Customer Service days after the outspoken official announced plans to challenge him in the 2027 gubernatorial race.

The changes were announced in a circular dated Wednesday, October 21, 2026, which outlined new appointments and transfers affecting three chief officers in the Nairobi City County government.

Under the changes, Zipporah Njeri has been appointed Acting Chief Officer for Public Participation and Citizen Engagement, taking over responsibilities previously handled by Mosiria.

Samwel Njogu has been reassigned to serve as Acting Chief Officer for Mobility, while Godfrey Akumali will oversee Housing and Urban Renewal and also serve as Acting Chief Officer for Lands.

County Secretary and Head of County Public Service Machel Waikenda announced that the changes took effect immediately.

The circular stated that the appointments and reassignments had been made in line with sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, with the governor’s approval.

Mosiria’s removal comes ten days after he publicly declared his intention to run for Nairobi governor in the 2027 General Election.

On October 11, he said his experience working in different county departments had prepared him to lead the capital city for the next five years.

During the announcement, Mosiria proposed former Starehe MP Margaret Wanjiru as his potential running mate. However, it remains unclear whether Wanjiru has accepted the offer.

His political declaration followed a period of growing criticism of the Sakaja administration, with Mosiria raising concerns about service delivery and the management of county affairs.

On Wednesday, the former chief officer also vowed to expose alleged wrongdoing at City Hall. He claimed that there were attempts to intimidate him and stop him from speaking out.

Mosiria had previously accused Sakaja of sidelining him following disagreements over the use of public funds and the delivery of county services. The governor’s latest administrative changes come amid these reported tensions between the two officials.

Before his appointment to the customer service docket, Mosiria headed the environment department, where he gained public attention through enforcement operations targeting illegal dumping, noise pollution and other environmental violations.

His removal marks a significant change in his role within the county government as he prepares for a possible political contest against Sakaja in 2027.
