Antoney Kibagendi claims intimidation after raising corruption concerns in Social Health Authority

Antoney Kibagendi claims state agencies are being used to intimidate him after he questioned the management of the Social Health Authority.

Concerns over alleged intimidation and corruption claims have emerged after Antoney Kibagendi said he is being targeted for speaking out about issues in the health sector and Parliament.

The legislator stated that pressure is being mounted against him after he repeatedly questioned the management of the Social Health Authority and raised concerns about what he believes is widespread corruption within government institutions. According to him, his criticism has angered influential individuals who now want to silence him.

Kibagendi alleged that several state agencies have been activated to pursue him. Among those he mentioned are the Ethics and Anti-Corruption Commission and the Directorate of Criminal Investigations. He claims the actions being taken against him are meant to intimidate him because of his outspoken stance on corruption.

Speaking on Wednesday during a parallel release of the Linda Mwanainchi 10-point Agenda report, the MP accused the anti-corruption agency of targeting politicians who do not support the current administration. He said the move came shortly after he criticized Parliament and accused it of failing to protect ordinary citizens from corruption.

“When I said the other day that Parliament has been auctioned, and I say it here again, we need to have a Parliament that protects wananchi. A Parliament that fights corruption. But instead, we have a Parliament that enhances the wanton looting you are seeing today,” he said.

Kibagendi further claimed that the anti-corruption agency recently sent a letter to his National Government Constituencies Development Fund office seeking documents about several projects. He argued that the request was too broad and did not clearly identify the specific project being investigated.

“They sent a letter to the Fund Manager, and they are not specific about the project they want to look at. They are on a fishing expedition. I will not be intimidated, and I will continue speaking about the corruption in SHA,” he said.

The letter, dated March 3, 2026, was signed by J. Agar, Deputy Manager for the South Nyanza Region, on behalf of EACC Chief Executive Officer Abdi Mohamed. In the document, the commission asked the Kitutu Chache South NGCDF Fund Manager to provide original documents related to projects funded in the financial years 2024/2025 and 2025/2026.

Investigators requested a wide range of records including approved budgets for the two financial years, procurement plans, requisitions from user departments, architectural drawings, engineers’ estimates with bills of quantities, and blank tender documents.

The commission also asked for tender advertisement notices, site attendance minutes, appointment letters for tender opening and evaluation committees, tender registers, and all original bid documents submitted by contractors.

Additional documents requested include tender evaluation reports, due diligence reports, letters sent to unsuccessful bidders, award letters, and letters of acceptance from successful bidders. Investigators also asked for signed contract agreements, project implementation team appointments, site installation reports, project progress reports, inspection and acceptance certificates, and payment vouchers with supporting documents.

Other records sought include performance bonds, invoices or payment requests from suppliers, and delivery records linked to the projects.

According to the letter, EACC officers R. Rono and R. Yator, or any other authorised officer, were scheduled to collect the requested information on March 10, 2026.

However, the letter does not specify any particular project or payment that is under investigation. Kibagendi maintains that he will continue raising concerns about alleged corruption in the Social Health Authority despite what he describes as attempts to intimidate him.
